Can Small-Caps Catch Up?

The Russell 2000 continued its recent bout of underperformance last week, and is perilously close to cracking important technical support at the 800 levels. We will be watching the (IWM) ETF closely, but if it can’t hold support the fourth quarter might not offer its customary fireworks to the upside. Americans have many birthrights, and a one-way ramp in the last three months of the year seems to be one of them.
